Before applying for any TIR Carnet, transport companies must first adhere to the TIR Regime at the Chamber.
To apply, kindly follow the steps below:
First Stage: Adherence to the TIR Regime
To complete this stage, the applicant is required to:
- Submit a written application for adherence to the TIR Regime.
- Complete and sign the TIR Regime adhesion application form, and provide the following documents:
- Certificate of membership to the Chamber of Commerce, Industry and Agriculture.
- List of correspondents outside Lebanon.
- Copy of the Statutory Auditor’s report for the last two financial years.
- Bank reference letter.
- List indicating the number and specifications of trucks and/or trailers owned by the transport company and approved under the TIR regime.
- Valid transport license from the Lebanese Ministry of Transport and Public Works, or similar.
- Transport vehicles registration documents
- Obtain the approval of the TIR Committee at the Chamber and the Lebanese Customs Authorities.
- Provide the required guarantee / security deposit, in accordance with TIR regulations.
Upon approval, the transport company becomes authorized to operate under the TIR Regime.
Second Stage: Application for TIR Carnets
Once adherence to the TIR Regime is approved, the authorized operator may apply for the issuance of TIR Carnets.
To apply for TIR Carnets, the applicant must:
- Submit a written request to the TIR Department indicating the number and type of TIR Carnets required.
- Pay the applicable TIR Carnet issuance fees.
Following verification and approval, the TIR Carnets will be issued and made available for collection from the Chamber.
